Attention Safety Partner Program Members,
If you have contractor clients working in the San Francisco Bay Area, below is some vitally important information you will want to make sure that they are aware of.
There are 6 counties that have sent out updated “Public Health Orders” last week that Take Effect Monday. If you have clients who are not on service with us and fall under the Appendix B-2 requirements, we can provide assistance. Please call me directly if you have any questions or have clients that need assistance.
Here is a summary of the Health Orders that six of the counties have adopted.
These orders an extension to previous state at home orders that these counties have previously adopted. The difference between these orders and previous versions is that these six counties have implemented safety protocols specifically for small and large construction projects. The small project protocols are found in Appendix B-1 of the orders and pretty much the same, except for three counties (San Francisco, Santa Clara, and San Mateo). These three counties have an additional requirement. The large project protocols are found on Appendix B-2 and are the same between all of the counties orders.
In a nutshell, Appendix B-1 requires that a small construction project do the following:
- Comply with all applicable and current laws and regulations, including OSHA and Cal/OSHA.
- Have site specific COVID-19 supervisor(s) to enforce the protocols.
- Establish a daily screening for arriving staff.
- Practice social distancing.
- Separating work areas in occupied buildings from residents.
- Prohibiting gatherings of any size, except for meetings regarding compliance or as strictly necessary to carry out task associated with the project.
- Employers provide single-serve water containers (i.e. water bottles) and do not allow the sharing of food or drinks.
- Provide PPE.
- Control “choke points” and “high-risk areas”.
- Stagger trade as necessary to reduce density and allow for easy maintenance of social distancing.
- Not having employees share PPE.
- Having wash stations and sanitizing stations for employees.
- Maintaining a daily attendance log of all workers and visitors with contact information.
- Posting a notice in an area visible to all works and visitors instructing them on certain protocols for the site (which can be found in the order).
The additional requirement for the three counties is that employers must take special precautions when there is a confirmed case of COVID-19 on their site, which may be found in those specific orders.
Appendix B-2 has some of the same requirements as Appendix B-1, however, they do have some additional requirements such as:
- Assigning a COVID-19 Safety Compliance Officer (SCO) to the jobsite (information on this position can be found in the order).
- Assign a third-party Jobsite Safety Accountability Supervisor (JSAS) for the jobsite.
- Having a outside vendor certified in hazmat clean ups, decontaminant and sanitize the jobsite, if there was a confirmed case of COVID-19.
