Professional Services Small Business Enterprise (SBE) Pilot Program
In order to provide economic opportunity for the residents and businesses, and stimulate economic development in the San Francisco Bay Area Region, the Metropolitan Transportation Commission (MTC), the Bay Area Toll Authority (BATA) and the Bay Area Infrastructure Financing Authority (BAIFA) have established a Professional Services Small Business Enterprise (SBE) Pilot Program("Pilot Program"). The Pilot Program was established to assist SBE firms in participating in MTC, BATA and BAIFA's professional service contract opportunities.
The Pilot Program includes the following requirements:
- The SBE Liaison Officer (SBELO) or designee will determine which contracts it will apply to, based on internal staff workload and appropriateness of contract;
- It allows for an SBE preference of 5 points or a 5 percent evaluation preference;
- The preference will apply when a Proposer meeting specifications is a certified SBE performing a minimum percentage of the work, or when a non-SBE prime subcontracts with an SBE firm or firms for a minimum percentage of work; and
- The preference will apply only to SBEs certified by the State Department of General Services (DGS).
