As has been widely reported, the Governor is threatening to veto “most” of the 700-plus bills on his desk if the legislature does not agree to a water development plan that meets the Governor’s objectives. The Governor has until October 12 to take action on legislation. If the Governor were to do nothing, the many bills would become law without his signature.  There is zero chance the Governor will do nothing.  While a deal could come together on water, it appears high unlikely given the complicated andcontroversial issues that remain.  Speculation is that  if the impasse is not resolved today, the Governor will sign a relatively small number of bills and veto the remainingmeasures much like occurred last year when the budget stand-off spilled over into the bill signing period.

The Golden State Builders Exchanges was actively involved in a wide variety of construction industry issues this past year; however, the “big” bill that will hopefully be signed is SB 802 (Leno) which capsretention on all public works projects at 5%.  Local governments are strongly opposed and have an aggressive grassroots letter writing appeal asking the bill be vetoed.
