SESSION 1: ESTIMATING AND BIDDING PART 1 - SATURDAY, SEPTEMBER 29, 2018
This session provides an overview of how counties and other public agencies manage bidding for construction services, and the types of contractual relationships firms enter when they do public work. Multiple "real-world" handouts are provided that will assist participants to prepare successful bid documents. Topics include:
- Understanding specifications; scope letters
- Estimating jobs efficiently; bid and pricing process; unit and lump sum pricing
- Typical bid formats
- Bonding and insurance requirements
- Job walks; union/non-union issues roles of the general contractor and the subcontractor
SESSION 2: ESTIMATING AND BIDDING PART 2 - SATURDAY, OCTOBER 6, 2018
Part 2 - Estimating and Bidding, this session drills down for more in-depth information on how to prepare successful bids. Additional information on the topics presented in Part 1. multiple handouts are provided. Topics include:
- Finding the jobs to bid; materials pricing and increases & labor rates and wage increases
- Bonding and insurance for primes and subs
- Pre-bid conference job walks
- Prime/sub outreach,
- Planholders' lists; drawings, plan rooms, scale of drawings, crew rates, task ID importance of cost of jobsite; OH and supervision
SESSION 3: PROJECT AWARD / STARTUP & CONTRACT ADMIN - SATURDAY, OCTOBER 13, 2018
Part 3 will answer the question, "OK, I got the bid. Now What?" Once you have been awarded a contract, there is a standard sequence of events and tasks that will occur and need to be followed for successful start-up of the project. Many administrative steps must be followed by the contractor or subcontractor. It all comes under the heading of Jobsite Project Management. Topics include:
- Review and signing of the subcontract issued by the prime
- Procuring bonds and insurance certificates
- Submitting your proposed schedule, providing a schedule of values, preparing a schedule of all specified submittals required in your Scope of Work
- Reviewing the mandated CPM schedule the Prime is issuing to all subs
- Writing all Purchase Orders and Purchase Contracts for your materials
- Provide the necessary work plans; crews calendar and key tasks for beginning work
- Inspection coordination; safety meetings; pay applications; certified payrolls; change order requests
SESSION 4: MEET THE REPS - PUBLIC WORKS CONTRACTING STAFF -SATURDAY, OCTOBER 20, 2018
This session focuses on the contracting opportunities available and let by public agencies through informal bid processes that can serve as an avenue for breaking into public contracting for smaller contractors. Participants will obtain an overview of these contracting opportunities and their range of estimated values. Agency staff responsible for bidding and securing these services will be on hand to explain the bid procedures and provide specifics about the insurance, bonding and other requirements. Academy participants will have the opportunity to present the reps with information about their firm's history and capabilities.
Topics include:
- Bid Format Do's and Don'ts;
- Performance Expectations and How to Get Repeat Work
- Invoicing Do's and Don'ts.
Presented by Ed Duarte, CEO of Aztec Consultants, a professional construction management & general contracting firm founded in 1986. Aztec specializes in public works, commercial, retail, and institutional construction projects. Mr. Duarte has served as mentor to many construction subcontracting firms throughout northern California and has taught numerous technical assistance workshops for Caltrans, the City of Oakland, Port of Oakland and the Small Business Administration. This will be Ed's fifth year with the Academy. Participants have consistently praised Ed's teaching style and subject matter knowledge.
