Matchmaking Session for BART's Design-Build Contract No. 49GH-110, Communications Based Train Control System and Train Control Performance Support Services Contract No. 49GH-120

The San Francisco Bay Area Rapid Transit District (BART) invites you to a Matchmaking Session for BART's Design-Build Contract No. 49GH-110, Communications Based Train Control System and Train Control Performance Support Services Contract No. 49GH-120.
The Matchmaking Session will be held on Wednesday, May 30th, from 1:00 to 4:00 p.m. at the Joseph B. Bort Metrocenter Auditorium, 101 8th Street, Oakland, California. The location is accessible by BART from the Lake Merritt Station. The Matchmaking Session will include a Matchmaking Presentation from 1:00 to 2:15 p.m. and Networking from 2:15 to 4:00 p.m.
Security Sensitive Information (SSI) clearance is not required for firms who desire to attend the Matchmaking Session. All subcontractors, suppliers, consultants, and other third parties must obtain SSI clearance to obtain access to the RFQ/P package, attend the Pre-Proposal Conference/Site tour, and participate on the contract. To request SSI clearance, please review pages 2 and 3 of 6 (items 3 and 4) of the attached "Addendum No. 17" and submit a completed Request for Third-Party Non-Disclosure Agreement (NDA) as soon as possible (see instructions in "Addendum No. 17"). The Request for the Third Party NDA (Attachment 2) may be downloaded from the BART website by going to the following link (see Contract Number: 49GH-110 section): http://www.bart.gov/about/business/procurement/contractsout.
The total estimated cost of the Contract is in the range of $500 to $625 million not including Options.
The Design-Build Contract Work consists of furnishing all management and technical services including coordination, professional services, labor, equipment, materials, safety certification, training, spare parts, and other services to perform the design, manufacture, installation, testing and commissioning, and handover of the turnkey communications based train control system for BART. The Work includes related vehicle, wayside, communications and Automated Train Supervision (ATS) systems work. Subcontracting opportunities include, but are not limited to, electrical (C10) and track work, project management, construction services and support, and communications.
The District is also requiring Proposers submit Proposals for Contract No. 49GH-120 for Train Control Performance Support Services (TCPSS Contract) for a term of 10 years, with two 5-year Option extensions. The TCPSS Contract provides, among other things, replacement parts and support services to BART to ensure that after the new CBTC System is installed, it performs as defined per the CBTC Contract; that the District efficiently and effectively operates and maintains the CBTC System; and that the District has technical support for modifications (hardware/software) to the CBTC System. Proposer shall submit its Proposal for the TCPSS Contract with its Proposal for the CBTC Contract. The two Proposals will be reviewed together by the District as part of the Best Value evaluation.
Both the CBTC Contract and the TCPSS Contract will be awarded by the District at the same time.
The annual estimated cost of the TCPSS Contract is in the range of $5 to $7 million dollars.
